সম্প্রতি সামাজিক যোগাযোগের ওয়েবসাইটগুলোয় (ব্লগ, ফেসবুক) একটা ভিডিওর ব্যাপক ছড়াছড়ি। তেমন কিছু নয়, একুশে টিভিতে প্রচারিত সংবাদের ভিডিও। ‘ট্রানজিট’ নিয়ে প্রচারিত তিন পর্বের এক পর্ব। সেখানে উঠে এসেছে আখাউড়া ও ব্রাহ্মণবাড়িয়ার সংযোগস্থলে তিতাস নদী দ্বিখণ্ডিত হওয়ার করুণ কাহিনী। ভারতকে ট্রানজিট সুবিধা দেয়ার নামে তিতাসের মাঝখানে রাস্তা বানিয়ে কীভাবে তাকে মেরে ফেলা হচ্ছে তার প্রমাণ ভিডিওটি। যারা কখনো তিতাস দেখেননি কিংবা নদী বরাবর কীভাবে রাস্তা বানানো হলো তা দেখার কৌতূহল থেকেও অনেক ইন্টারনেট ব্যবহারকারী এতে ঢুঁ মেরেছেন।
ঠিক কত মানুষ ভিডিওটি দেখেছেন তার হিসাব বের করা কঠিন, তবে লেখকের দেখা মতে ফেসবুক থেকেই ছয় হাজারের ওপর মানুষ ভিডিওটি শেয়ার করেছেন। এটা খুবই আশ্চর্যজনক ঘটনা— আরেক দেশকে সুবিধা দিতে গিয়ে একটা নদীকেই দ্বিখণ্ডিত করে ফেলছে বাংলাদেশ। এটা বাংলাদেশের নাগরিকরা কোন যুক্তিতে মেনে নেবেন? ‘তিতাস একটি নদীর নাম’ উপন্যাসেই থাকবে হয়তো; আরেক বাস্তব উপন্যাস লেখা হতে পারে— ‘তিতাস একটি ট্রানজিট রুটের নাম’। যেটি অপ্রতিরোধ্য, দেশ অথবা মানুষ গোনে না। গোনে ফায়দা। অর্থনৈতিক ফায়দা কিংবা চকচকে নোটের কাছে ছলছল মানুষের চোখের জলের কোনোই মূল্য নেই!
বাংলাদেশের নদীগুলোর করুণ অবস্থার কথা কারও অজানা নয়। তিতাসের পরিণতি দেখছে সবাই, যেটি ভারতের ট্রানজিটের কাছে বলি হয়েছে। ঠিক এ রকম ভারত ও বাংলাদেশের মধ্যে ৫৪টি অভিন্ন নদী রয়েছে, যেগুলোর অধিকাংশের উত্স ভারতে। উজানে পানি প্রত্যাহার করে নিলে ভাটির দেশ হিসেবে স্বাভাবিকভাবেই তাতে বাংলাদেশ বঞ্চিত হয়। নদী নিয়ে বহু খেলা এ দেশের মানুষ দেখেছে। ফারাক্কা বাঁধ দেখেছে, তিস্তার পানি বণ্টন চুক্তির শেষ অবস্থা দেখেছে, টিপাইমুখ বাঁধ নিয়ে ভারতের আচরণ দেখেছে, দেখেছে বাংলাদেশের হর্তাকর্তাদের আচারণ। আবার একই সঙ্গে আপসে ট্রানজিট কবুল হতে দেখেছে কিংবা মানুষকে অর্থনৈতিকভাবে লাভবান হওয়ার লোভ দেখিয়ে রক্ষক কীভাবে ভক্ষক হয়, তাও দেখেছে।
তিতাসে আসি। একুশে টেলিভিশন প্রচারিত সংবাদটি বলছে, তিতাস নদীর ওপর বাঁধ দেয়ায় চারপাশের লাখ লাখ হেক্টর জমিতে ফসল উত্পাদনের ওপর বিশাল প্রভাব পড়ছে। এ নদীর ওপর নির্ভর করে যারা জীবিকা নির্বাহ করেন, তাদের জীবনে এসেছে অনিশ্চয়তা। বিশেষ করে জেলেদের অবস্থা খারাপ। সেখানকার মানুষ ঘরে ফসল তুলতে পারেন না। হাজার হাজার হেক্টর জমি তলিয়ে গেছে পানিতে। পরিবেশ বিপর্যয় তো রয়েছেই। তিতাস পাড়ে এখন শুধুই হাহাকার। তাদের প্রিয় নদী দ্বিখণ্ডিত। রোজগারের পথ বন্ধ। বেঁচে থাকার লড়াইয়ে পর্যুদস্ত। এর প্রভাব যে কেবল তাদেরই ঠকাচ্ছে তা নয়, তা এখন আমাদের সবার ওপর পড়বে স্বাভাবিকভাবেই।
সম্প্রতি একটি জাতীয় দৈনিক খবর দিয়েছে, ট্রানজিটের জন্য কেবল তিতাস নয়, আশুগঞ্জ থেকে আখাউড়া পর্যন্ত করিডোর পেতে ১৮টি নদী এবং খালে বাঁধ দেয়া হয়েছে এভাবে। এ কাজ বাংলাদেশীরা করেনি, সরাসরি ভারতীয় কোম্পানি এবিসি নিজস্ব তত্ত্বাবধানে করেছে। এ কাজে বাংলাদেশের কোনো প্রতিষ্ঠানকেও জানানো হয়নি, বলে জানিয়েছে পত্রিকাটি। একুশে টেলিভিশন এ বিষয়ে কথা বলতে পানি উন্নয়ন বোর্ডের কাউকে পায়নি। অবাক ঠেকছে, ঘটনা ঘটেছে এক বছর আগে আর তার আলোচনা চলছে এক বছর পর। মিডিয়া এর আগেই সংবাদটি সংগ্রহ করতে পারত। এক বছর ধরে ভারত যখন তাদের সব কাজ শেষ করেছে, ঠিক তখন কিনা টনক নড়লো!
মজার বিষয় হলো, ২০ ডিসেম্বর সংবাদটি প্রচারের পর ২১ তারিখ একই টিভির টকশোতে এ বিষয়ে সরকারদলীয় এক সংসদ সদস্য বলছেন, তিতাস তো মরা নদী আর মরা নদীতে বাঁধ দিলেই কী? এ হলো আমাদের জনপ্রতিনিধিদের চিন্তা। ভাবখানা এমন— নদী মরে গেলেই কী। দেশের দায়িত্বশীলদের আচরণ বরাবরই এ বিষয়ে প্রশ্নবিদ্ধ। তিতাস নদীতে বাঁধ দেয়া হয় ট্রানজিটের জন্য। অথচ গত সেপ্টেম্বরে ভারতের প্রধানমন্ত্রী যখন বাংলাদেশে আসেন তখন ভারত তিস্তা চুক্তিতে সই করেনি বলে আমাদের সরকারও নাকি ট্রানজিটে সই করেনি। জনগণকে এটা শোনালেও বাস্তবতা হচ্ছে, ভারত আরও আগেই ট্রানজিট পেয়ে গেছে। যদি তা-ই না হতো, চুক্তির আগেই কীভাবে ভারত তিতাসসহ অন্যান্য নদীর ওপর বাঁধ দিতে পারে? সরকারের বোঝা উচিত, জনগণকে ফাঁকি দেয়া এখন আর সম্ভব নয়।
ট্রানজিটে অর্থনৈতিক লাভ-ক্ষতির বিষয়ে জ্ঞান আমার নেই। তবে এটা স্পষ্ট যে, ভারতের ট্রানজিট দরকার। ট্রানজিটের মাধ্যমে ভারত লাভবান হবে। ভারতের জন্য যেহেতু এটা আবশ্যক, সেহেতু দরকষাকষির এই একটা পথই বাংলাদেশের সামনে খোলা আছে। কারণ বিভিন্ন বিষয়ে বাংলাদেশেকে ভারতের সঙ্গে কথা বলতে হবে। পানি, নদী, করিডোরসহ নানা ইস্যু রয়েছে। ভারত বড় দেশ বলে বাংলাদেশকে গুরুত্ব দেবে না, এটা স্বাভাবিক। এটা বাস্তবে হয়েছেও, ভারতের আচরণ বরাবরই বিমাতাসুলভ। সুতরাং কথা বলার মাধ্যম হিসেবে ভারতকে যখন সহজে ট্রানজিট দিয়ে দেয়া হলো, তার পরিণতি কী হবে বিশেষজ্ঞরাই ভালো বলতে পারবেন।
ব্লগে অনেকেই প্রশ্ন তুলছেন, তিতাস যদি ভারতের নদী হতো তারা কি বাংলাদেশকে এর ওপর বাঁধ নির্মাণ করতে দিত? উত্তর হলো, না। তাদের ক্ষেত্রে উত্তর না হলে বাংলাদেশের জন্য সেটি কীভাবে হ্যাঁ হতে পারে? দ্বিখণ্ডিত তিতাসের বিষয়ে একটা গণজাগরণ হবে না তার নিশ্চয়তা নেই। এ দেশের মানুষের সহ্যক্ষমতা যখন শেষ হয়ে যাবে তখন কী ঘটবে বলা যায় না। শাসকবর্গের বিষয়টা মাথায় রাখা দরকার।
বাঁধের প্রভাব প্রভাব হাড়ে হাড়ে টের পাচ্ছেন স্থানীয় মানুষ। সেখানকার কৃষকের মাঠের ফসল, জেলেদের আয় রোজগারের মাধ্যম ছিল এই নদী। তাদের মুখে হাসি ফোটানোর দায়িত্ব সরকারেরই। তবে দেশের সার্বভৌমত্ব আরও গুরুত্বপূর্ণ। আমাদের রক্ষকরা সেটা রক্ষায় কতটা তত্পর তার ওপর নির্ভর করছে আগামীর বাংলাদেশ। তিতাস দ্বিখণ্ডিত হলো, ঢাকা দ্বিখণ্ডিত হলো, এরপর কী আমরা জানি না। তবে অনুরোধ, বাংলাদেশটা অখণ্ড রাখবেন।
